PARCO COASTAL REFINERY LIMITED PCRL
PAKISTAN is desirous of expanding and improving its petroleum refining and petrochemical base to meet increasing domestic demand for petroleum products.

PARCO Coastal Refinery Limited (PCRL) has embarked on setting up a new oil refinery of 250.000 BPD capacity at Khalifa Point. near the coastal city of Karachi, Pakistan.

PARCO Coastal Refinery will reduce the demand and supply gap by 11 million tons per year. PCRL is seeking applications for the following positions:
MANAGER ENGINEERING COORDINATION
Qualifications & Competencies: Bachelor’s degree in Instrumentation & Control Systems’ Engineering from a PEC accredited university.

The candidate must have the requisite expertise to deal with the renowned multiple licensors and assist the engineering manager in engineering and safety reviews/discussions. The candidate must demonstrate understanding of engineering modeling softwares;

operation and control philosophy of various control systems and subsystems to be employed is essential. The candidate must be aware of HSE codes and laws and be able to participate in project reviews, HAZOP, HAZID and SIL. Experience: At least 20-25 years’ experience in Engineering Coordination, Design, Commissioning and Operations within downstream,

Petrochemicals, Oil & Gas Companies, out of which 15 years’ experience should be at a senior position in relevant engineering function. Proficiency in handling Front End Engineering and Design with international licensors and Open Art Technology detailed design for green field project is a must. The candidate should have proven ability in leading high caliber multi-disciplinary

engineering teams for effective controls during FEED, EPC startup, test-run phases. The candidate must possess experience in execution of FEED and EPC of mega projects. Responsibilities: The candidate will be responsible for providing engineering support and will be required to maintain

progress, integrity, quality and accuracy of engineering design work. The candidate will coordinate with PMC, Process Licensor, FEED Contractor and EPC Contractor during complete life cycle of the project. The candidate will also be responsible for staff training and development. Experience of working in JV, PMC or Integrated Project Management Team/Project environment is desirable.
LEAD RISK ENGINEER
Qualifications & Competencies: Bachelor’s degree in any engineering discipline from a PEC accredited university, preferably coupled with an MBA degree and RMP certification.

The candidate should have insurance knowledge e.g. risk management programs, estimated maximum loss concepts, analysis, etc. The candidate must have awareness of HSE Codes, Acts, Laws, etc. Experience: At least 15-20 years’ experience in Risk Assessment of full project life cycle in Petrochemicals, Oil & Gas sector and since last 10 years working as Risk Facilitation Engineer in operational or process environment. The candidate must have proficiency in identifying risk of Front End Engineering & Design, detailed design for grass-root refineries, processing plants and brown field projects. The candidate must have relevant experience in one or more Risk, Reliability & Safety Engineering methodologies, e.g. HAZOP. HAZID, Consequence Analysis, Root-Cause Analysis, FMECA, etc. Experience in creating risk controls and Overall Residual Risk Evaluation. The candidate must have relevant experience of working in JV, PMC or Integrated Project Management Team and be able to devise tactical level plans keeping in mind local situations and possible hindrances in project execution. The candidate will also be responsible for ensuring compliance to all safety standards. Responsibilities: The candidate would be creating Risk Management Plan using FMEA, @ RISK, Software Hazard Analysis, Risk Management Report with the highest level of confidentiality. The candidate would be identifying critical interfaces and the impact of weakness in managing interfaces, developing corresponding mitigation plan and establishing measurements and targets in risk assessment area to improve risk assessment effectiveness and efficiency. The candidate will be developing risk matrix and risk profiles using risk assessment softwares.
LEAD PROJECT ENGINEER OPERATION
Qualifications & Competencies: Bachelor’s degree in Chemical Engineering from a PEC accredited university, preferably with a Master’s degree. He must have the requisite expertise to deal with renowned multiple licensors and lead the process and safety reviews/discussions. Thorough understanding in process modeling softwares, operation and control philosophy of various control systems and subsystems is required. Comprehensive knowledge in Design and Operations of licensed units, Delayed Coker, Open Art, Utility Packages, Tanks, etc. is required. The candidate must have awareness of HSE Codes, Acts. Laws. etc. Experience: At least 15-20 years’ experience in Refinery Process Design, Commissioning, Operations, and working as Operations Lead since last 5 years in an oil & gas plant. Experience in a refinery is preferred. The candidate must have proficiency in handling refinery operations with licensor units and should have proven ability in leading a high caliber operations team. The candidate must have relevant experience of FEED and EPC execution for large refineries, process plants preferably brown field projects. The candidate must have relevant experience of working in JV, PMC or Integrated Project Management Team/Project environment. The candidate will also be responsible for ensuring compliance to all safety standards. Responsibilities: The candidate would be required to review FEED documents, coordinate with PMC, Process Licensors, FEED Contractor, EPC Contractor during FEED, Construction, Commissioning, Startup and Performance & Guarantee Test Run of units. The candidate should be able to provide guidance to project design related Consultancy/Basic Engineering, FEED, Detail Engineering, Technical Clarifications, Plot Plan, Basis of Design, Licensor Package and Schedule. The candidate would develop and optimize industrial processes from inception to startup. He should be able to review P&ID, PFDs, UFD. Process Data Sheets, Vendor Equipment Packages, Equipment List, Line List, Material Selection and Dynamic Simulation Results etc. and prepare PFDs. HMB, P&IDs, Process Data Sheets. The candidate would be analyzing operations data/statistics to identify opportunities, develop action plans, implement process improvements and participate in project reviews, HAZOP, HAZID and SIL.
